In Mexico, according to the Mining Law  http://www.economia-dgm.gob.mx/info_gen.htm  (in the LEGISLACION MINERA SECTION at the left side of the screen) foreign persons can get a 100% of a mining concession if they create a subsidiary company in Mexico. The mining concessions are given by the Mexican Government to  civilians. The mining concessions can be sold by their owners,  foreigns or domestic,  or working on them by partnerships, etc. The Mining  Concession are issued for 50 years.

In order to get a concession on a free site it is necessary to make, among other things, surveyor studies. These studies must be contracted by the concession solicitant. The person who can make this studies must be registered at the Department of Economy of Mexico. In Mexico We call this person Perito Minero.
